PDF won't let you print, copy or edit? Here's why

Updated 2026-11-04

You open a PDF, try to print it and the button is greyed out. Or you try to copy a paragraph and nothing happens. The file isn't broken — it has a permissions lock, one of two quite different kinds of PDF protection.

Two kinds of PDF protection

An open password (also called a user password) encrypts the whole document: without the password you can't see anything at all. A permissions password (owner password) lets anyone open and read the file, but asks the PDF reader to block actions such as printing, copying text, filling forms or editing.

The second kind is common on bank statements, e-tickets, invoices from accounting software and documents exported with default "secure" settings.

Why permissions are easy to remove

A permissions lock is enforced by the PDF reader, not by strong secrecy: the document is encrypted with a key that every reader can derive so that it can display the pages. Programs that respect the restriction disable the buttons; tools that remove it simply save a normal copy.

That is why removing a view-only lock is quick, while an open password can only be removed by someone who knows it.

When it's OK to unlock

Use it on your own documents, or on files you are allowed to use — for example a statement you need to print for a visa application, or a form whose author forgot to allow filling. Removing a restriction doesn't give you rights to someone else's copyrighted work, and some organisations lock files deliberately for good reasons.

How to check which lock a PDF has

In Adobe Acrobat Reader, open File → Properties → Security to see the security method and a list of what is allowed. In Chrome or Edge, a PDF with only a permissions lock opens normally but the print or copy option is disabled. If a dialog asks for a password before showing anything, the file has an open password.

Localvert's Unlock PDF tool shows the same information as soon as you drop a file: whether it is locked at all, and which of printing, copying and editing are blocked.

Alternatives when you can't unlock

If the document isn't yours, ask the sender for an unrestricted copy or a printed version — organisations often lock files by default and are happy to send another. If you only need to quote a short passage, typing it out or taking a screenshot is usually fine for personal use. For official documents such as tax forms, the issuing service often offers a separate printable version.

How to unlock your own PDF

Localvert's Unlock PDF tool shows which restrictions a file has and saves an unrestricted copy inside your browser, without uploading the document. For a PDF that asks for a password to open, enter the password you already have to save a copy without it. Forgotten passwords cannot be recovered — by Localvert or by reputable tools in general.
